Unconventional robotaxi manufacturers have been asked to seek exemptions from federal rules before they can begin carrying passengers. Amazon‑owned Zoox, whose fleet also lacks steering wheels and manual controls, secured the first exemption this summer, limiting its operations to 2,500 vehicles for the year. Tesla, however, has publicly stated that it does not require an exemption because it believes the Cybercab already meets all existing safety standards.
