A shocking midnight fire at a popular Goa nightclub Birch by Romeo Lane has raised serious concerns over safety lapses, illegal construction, and regulatory failures. The incident, which claimed 25 lives including staff members and tourists, has triggered a state-level investigation ordered by the current Goa chief minister Pramod Sawant. Preliminary findings indicate that the establishment was operating with significant violations, prompting authorities to initiate legal action against its owner and management.

According to the Goa Police and a report published by PTI, a FIR has been registered against the club’s owner Saurabh Luthra and the venue’s general manager. Police later confirmed that Luthra and his brother Gaurav have been booked in connection with the tragedy. Arrests are expected as the investigation progresses.

Owner Under Scrutiny Amid Safety Violation Claims

A LinkedIn profile under Luthra’s name has gained traction and displays his details as ‘Chairman at Romeo Lane | Birch | Mama’s Buoi’ – linking him to a chain of upscale restaurants and bars across India and abroad. Luthra has not publicly commented on the incident.

However, the website of Romeo Lane describes him as a “gold medalist engineer turned restaurateur,” credited for rapid expansion across 22 Indian cities and four international locations. The brand highlights his reputation for public relations, F&B innovation, and award-winning outlets since 2016.

Eyewitness Accounts Contradict Initial Police Version

While police initially cited a cylinder explosion as the cause of the fire, eyewitnesses reported that flames first erupted on the club’s upper floor. At the time, over 100 tourists were reportedly present on the dance floor.

Villagers and local officials have long expressed concern over the establishment’s legitimacy. Arpora village sarpanch Roshan Redkar stated that the club was marred by disputes amongst Luthra, landowners, and business partners. An inquiry by the panchayat allegedly revealed that the structure lacked a valid construction license. A demolition notice had been issued but was subsequently stayed following an appeal.

Illegal Construction and High-Risk Location Highlighted

Investigators and panchayat officials indicated that the nightclub was built in an eco-sensitive stretch falling under the Coastal Regulation Zone (CRZ).

  • The CRZ prohibits any commercial construction in vulnerable ecological zones.
  • The club’s structure is now under scrutiny for multiple environmental and regulatory violations.
  • Access issues further intensified the disaster. Since the nightclub is located along the narrow backwater edges of the Arpora river, the venue offered limited entry and exit options.
  • PTI reported that fire tender vehicles could not reach the site due to extremely narrow approach roads, forcing them to halt nearly 400 meters away. This delay is believed to have worsened the scale of the tragedy.

Authorities Push Forward with Multi-Level Investigation

With public pressure mounting and significant evidence of procedural lapses emerging, state authorities are conducting a multi-agency investigation. The magisterial probe will assess the cause of the fire, the legality of the construction, the permissions obtained by the club, and the accountability of its operators.

The incident has started serious discussions around nightclub safety, enforcement of CRZ norms, and the urgent need for stricter compliance checks in Goa’s nightlife and tourism sectors – a state known to be the ‘Beach & Party Capital of India’.
