The petition seeks a court order directing the neighbouring state of Karnataka to release the water share allotted to Tamil\u202fNadu under the Cauvery River agreement.<\/p>\n<h2>Bench and procedural steps<\/h2>\n<p>A three\u2011judge bench comprising Chief Justice Surya\u202fKant, Justice Joymalya\u202fBagchi and Justice V\u202fMohana noted the arguments presented by counsel for the Tamil\u202fNadu government. After hearing the submissions, Chief Justice Kant announced that the matter would be listed for a full hearing on Thursday, August\u202f13.<\/p>\n<p>The Tamil\u202fNadu administration, led by Chief Minister Joseph\u202fVijay, approached the apex court on August\u202f3, asserting that the state was not receiving its entitled volume of Cauvery water, especially in the context of deficient rainfall across its catchment areas.<\/p>\n<h2>Background of the dispute<\/h2>\n<p>The contention centers on the quantum of water that the Cauvery Water Regulation Committee (CWRC) allocated to Tamil\u202fNadu and the actual volume released by Karnataka. On July\u202f28, the CWRC directed Karnataka to discharge 3,500 cubic feet per second (cusecs) of Cauvery water for a period of 15\u202fdays, starting July\u202f29. This directive was later affirmed by the Cauvery Water Management Authority (CWMA), a body created by the Centre in 2018 to resolve water\u2011sharing disagreements among Tamil\u202fNadu, Karnataka, Kerala and Puducherry.<\/p>\n<p>Despite the CWRC and CWMA orders, the Tamil\u202fNadu government reported that the flow measured at the Biligundlu gauging station between July\u202f29 and August\u202f2 ranged only between 158 and 550\u202fcusecs, far short of the mandated 3,500\u202fcusecs.<\/p>\n<p>In a press release dated August\u202f3, the Tamil\u202fNadu government highlighted that the combined storage capacity of Karnataka\u2019s reservoirs\u2014Krishna\u202fRiver\u202fSystem (KRS), Kabini, Harangi and Hemavathy\u2014stood at 77.537\u202fTMC (thousand million cubic feet). The release argued that, given recent rains in the KRS and Kabini catchments, Karnataka should be able to release a proportionate volume of 26.954\u202fTMC at Biligundlu.<\/p>\n<p>The release further noted that the CWMA\u2019s order allocating only 4.536\u202fTMC to Tamil\u202fNadu was \u201cvery less\u201d in light of the available storage and the CWRC\u2019s earlier directive. It characterised Karnataka\u2019s performance as a failure to deliver its due share, citing the 26.954\u202fTMC figure as the quantum that should have been realised.<\/p>\n<h2>Details of the current plea<\/h2>\n<p>Alongside the state government\u2019s filing, the Dravida\u202fMunnetra\u202fKazhagam (DMK)\u2014the main opposition party in Tamil\u202fNadu\u2014also submitted a petition to the Supreme Court. The party\u2019s plea reiterated the demand that Karnataka honour the 2018 Supreme Court verdict and obey the CWMA\u2019s orders.<\/p>\n<p>Specifically, the DMK\u2019s petition urged the court to direct Karnataka to immediately implement the CWRC\u2019s July\u202f28,\u202f2026, order, as affirmed by the CWMA on July\u202f30,\u202f2026, by ensuring a flow of 3,500\u202fcusecs per day at Biligundlu for a 15\u2011day period commencing from the date of the court\u2019s order. The party also sought compensation for the shortfall that began on July\u202f29,\u202f2026.<\/p>\n<p>Furthermore, the opposition plea demanded that Karnataka address an \u201caccumulated backlog\u201d of approximately 9.46\u202fTMC due at Biligundlu as of July\u202f26,\u202f2026. The DMK asked that the state ensure releases amounting to about 7,000\u202fcusecs per day over a 15\u2011day span to make good this deficit.<\/p>\n<p>Both the government and the DMK petitions asked the CWMA to monitor daily releases from Karnataka\u2019s reservoirs and the actual flows recorded at Biligundlu, and to submit compliance reports to the court.<\/p>\n<p>The CWMA had previously upheld the CWRC\u2019s recommendation of releasing 3,500\u202fcusecs daily for 15\u202fdays, reinforcing the legal basis for the current petitions. The authority, constituted in 2018, includes representatives from the four riparian states\u2014Tamil\u202fNadu, Karnataka, Kerala and Puducherry\u2014as well as a nominee of the Centre.<\/p>\n<p>The upcoming hearing on August\u202f13 will therefore examine whether Karnataka has complied with the CWRC and CWMA directives, assess the alleged shortfalls, and consider the court\u2019s possible orders to enforce water release in line with the established allocations.<\/p>\n<p>Stakeholders across the basin are watching the proceedings closely, as the Cauvery water dispute has historically impacted agriculture, drinking water supplies and inter\u2011state relations in South India.
