This has raised concerns about the future of the Unified Payments Interface (UPI), a popular payment system in India, and whether it can continue to scale if charges are introduced.<\/p>\n<p>UPI has been free for users since its inception, with the government banning banks from charging a Merchant Discount Rate (MDR) in 2020. However, this has resulted in banks and fintech companies bearing the costs of running the system, which has been subsidized by the government to the tune of thousands of crores. The subsidy has been shrinking over the years, from \u20b93,631 crore in FY24 to \u20b9435 crore in FY26, before being revised up mid-year.<\/p>\n<p>The UPI system has seen significant growth, with over 24,000 crore transactions worth \u20b9314 lakh crore processed in FY26, up 30% in volume and 21% in value year-on-year. However, a parliamentary committee found that the subsidy covered barely 11% of the industry&#8217;s costs in running the system between 2022 and 2025.<\/p>\n<p>The new bill allows the Central Government to notify which electronic payment modes, categories of payers or payees, and transaction thresholds can remain exempt from charges. While the government has clarified that UPI will remain free for citizens, there could be a nominal MDR on a limited set of merchant transactions in the future, perhaps above a certain threshold.<\/p>\n<h2>Scaling UPI with charges<\/h2>\n<p>The introduction of charges on UPI transactions has sparked concerns about its scalability. However, other countries, such as Brazil, have successfully implemented instant payment systems with fees. Brazil&#8217;s Pix system, launched in 2020, allows for free person-to-person transactions but charges a small fee for business transactions.<\/p>\n<p>Despite the fees, Pix has seen significant adoption, with over 140 million Brazilians using the system and making over 4 billion transactions a month. This suggests that UPI can also scale with charges, as long as the fees are competitive with other payment systems.<\/p>\n<h2>Lessons from Brazil<\/h2>\n<p>Brazil&#8217;s experience with Pix offers valuable lessons for India. By introducing fees from the beginning, Brazil avoided the expectation of a free system, which has been a challenge for India. India, on the other hand, has trained merchants and users to expect zero fees, making it harder to introduce charges now.<\/p>\n<p>However, India has also had experience with a modest merchant fee on UPI transactions between 2016 and 2020, which was well below card rates. This did not result in merchants reverting to cash, suggesting that a nominal fee on UPI transactions may not be a significant deterrent.<\/p>\n<h2>The way forward<\/h2>\n<p>The introduction of fees on UPI transactions is a complex issue, with both economic and psychological implications. While the government has clarified that UPI will remain free for citizens, the introduction of a nominal MDR on merchant transactions could generate significant revenue for payment apps, banks, and the National Payments Corporation of India (NPCI).<\/p>\n<p>Ultimately, the success of UPI with charges will depend on the government&#8217;s ability to balance the needs of various stakeholders, including merchants, users, and payment service providers.
