The draft, released today, lists a total of 12,06,457 electors, comprising 11,99,456 general voters and 7,001 service electors. The roll follows the Special Intensive Revision (SIR) exercise that ran from 16\u202fAugust to 14\u202fSeptember 2026.<\/p>\n<h2>Enumeration Phase and Findings<\/h2>\n<p>The SIR enumeration aimed to verify the existing voter base of 13,57,208 entries recorded before the revision. Of those, enumeration forms were successfully collected from 11,99,456 eligible voters, representing 88.38\u202f% of the pre\u2011SIR electorate. Field verification uncovered several categories of adjustments:<\/p>\n<ul>\n<li>Deceased electors: 28,944 individuals (2.13\u202f% of the pre\u2011SIR base) were recorded as dead.<\/li>\n<li>Absent, permanently shifted or other cases: 1,23,749 voters (9.12\u202f%) were classified as absent, having moved to other states or union territories, not found, failed to submit forms by the deadline, or declined registration.<\/li>\n<li>Multiple registrations or duplicates: 5,059 entries (0.37\u202f%) were identified as duplicate registrations and will be retained at a single address.<\/li>\n<\/ul>\n<p>The enumeration effort involved a coordinated deployment across all 17 election districts. Forty\u2011four Electoral Registration Officers (EROs), 64 Assistant Electoral Registration Officers (AEROs), 258 Booth Level Officer (BLO) supervisors and 2,361 BLOs operated at 2,361 polling stations. Recognised political parties also contributed, fielding 3,758 Booth Level Agents (BLAs) to assist in the verification process.<\/p>\n<h2>Procedures for Claims and Appeals<\/h2>\n<p>Following the draft roll release, a window for claims and objections opens from 20\u202fSeptember to 20\u202fOctober 2026. Eligible voters who believe they have been omitted can submit Form\u20116 together with a prescribed declaration. Young citizens turning 18 on or before 1\u202fOctober 2026 are also encouraged to register.<\/p>\n<p>Four specific forms facilitate different types of requests:<\/p>\n<ul>\n<li>Form\u20116 \u2013 New enrolment.<\/li>\n<li>Form\u20116A \u2013 Overseas Indian electors.<\/li>\n<li>Form\u20117 \u2013 Objection or deletion of an entry.<\/li>\n<li>Form\u20118 \u2013 Shifting residence, correcting details, replacing EPIC or marking PwD electors.<\/li>\n<\/ul>\n<p>Applicants may lodge these forms physically at EROs, AEROs or BLOs, or submit them electronically via the Election Commission of India\u2019s Voters\u2019 portal (voters.eci.gov.in) or the ECINET mobile application.<\/p>\n<p>The notice and disposal phase for submitted claims will run from 20\u202fSeptember to 18\u202fNovember 2026. The CEO assured that no deletion will be effected without prior notice, a formal enquiry and a speaking order. Those unable to link their records to the previous SIR roll of 2005 will receive a notice to present supporting documents during a designated hearing.<\/p>\n<p>Any aggrieved party may appeal the decision of an ERO to the District Magistrate within 15\u202fdays of the order. A second appeal can be filed before the Chief Electoral Officer within 30\u202fdays of the magistrate\u2019s decision, as stipulated under Section\u202f24 of the Representation of the People Act, 1950. The final, authoritative electoral roll is scheduled for publication on 22\u202fNovember 2026.<\/p>\n<h2>Impact on Polling Infrastructure<\/h2>\n<p>To improve voter accessibility, the SIR exercise added 38 new polling stations, raising the total count to 2,399 across the state. The revision also enforces a maximum of 1,200 electors per polling station, a measure intended to reduce congestion and streamline the voting process.<\/p>\n<p>Booth\u2011wise lists detailing absent, shifted, dead or duplicate entries, along with the draft roll itself, are publicly available on the CEO\u2019s website (ceo.nagaland.gov.in) and at the respective ERO\/AERO offices. These resources provide transparency and enable citizens to verify their registration status ahead of the upcoming elections.<\/p>\n<p>The comprehensive SIR operation reflects a concerted effort by the Nagaland election machinery to ensure an up\u2011to\u2011date and accurate voter list. By addressing deceased voters, duplicate entries and those who have relocated, the state aims to deliver a cleaner roll that supports free and fair elections.
