The tragedy, which unfolded during the Saptami celebrations, prompted an immediate response from state and central authorities, including promises of financial relief, the formation of an independent fact‑finding team and visits by senior political leaders.

Casualties and immediate response

Kolkata Police released a list confirming that among the 19 deceased were four minors and 13 women. The list also noted that one male and one female victim hailed from the neighbouring state of Bihar. Fourteen of the injured were transferred to Apollo Hospital, where three remained in intensive care and the remaining eleven received general treatment. The state’s Governor, R. N. Ravi, visited the hospital to meet the injured patients, while the police opened a helpline (8003455678 and 03322141310) for families seeking assistance.

Medical staff at Kolkata Medical College raised concerns about the handling of patients. Interns and junior doctors claimed that families were advised to shift their injured relatives to private facilities such as Apollo, with assurances that the government would cover expenses and that police would record the patients’ names. The West Bengal Health Minister denied the allegations, stating that the public hospital system was functioning appropriately.

Compensation and relief measures

Prime Minister Narendra Modi announced an ex‑gratia payment of ₹2 lakh from the Prime Minister’s National Relief Fund (PMNRF) for the next of kin of each person who died in the stampede. Injured survivors are to receive ₹50,000 each. In addition, West Bengal Chief Minister Suvendu Adhikari said the state would issue a ₹25 lakh compensation cheque to the families of the deceased. He pledged to deliver the cheques within the next two days and to visit the families at their homes personally.

Adhikari also confirmed that the process of handing over the bodies of the deceased to their families had begun after post‑mortem examinations. He announced that the government would meet the affected families at Milan Mela in Kolkata on October 26 to discuss the tragedy and reflect on lessons learned.

Calls for an impartial investigation

In response to criticism over crowd control, the chief minister said an independent fact‑finding team would be constituted, expressly excluding any members of the Kolkata Police. A sitting judge will head the panel, allowing police, fire‑department officials and other agencies to be examined without bias. Adhikari said he would remain at Bhawani Bhawan, the West Bengal police headquarters, to receive real‑time updates and to monitor the investigation closely.

He also requested a list of temporary home‑guard personnel who were on duty at the site at the time of the incident, indicating that their testimonies could shed further light on operational shortcomings. The chief minister emphasized that the government would not engage in “blame games” and urged the public not to politicise the tragedy.

Policy changes and future crowd‑management guidelines

Following the incident, Adhikari announced that the Kolkata Police would issue new crowd‑management guidelines for all Durga Puja pandals, many of which attract massive gatherings. The revised rules may include restricted access to certain pandals and a ban on separate VIP or special entry lines, a measure aimed at preventing preferential treatment that could exacerbate crowd pressure.

Police officials later attributed the stampede, in part, to a sudden downpour during the Saptami celebrations, which led to confusing announcements and panic among visitors. According to a senior police officer, the lack of adequate crowd‑control personnel, civic volunteers and ambulances contributed to the escalation of the situation.

Political reactions and high‑level visits

The opposition All India Trinamool Congress (AITC), led by Mamata Banerjee, sharply criticised the state administration and the Kolkata Police, questioning their preparedness and the adequacy of emergency arrangements. The party highlighted that Debdeep Adhikari, the chief patron of the Chorbagan Sarbojonin Durgotsab Samity and nephew of the chief minister, was listed as a key figure associated with the pandal.

Union Home Minister Amit Shah arrived at Apollo Hospital on the morning of October 18, accompanied by Chief Minister Adhikari, to meet the injured and their families. Officials said Shah would speak with doctors, review the treatment of the patients and possibly interact directly with those receiving care.

Following the tragedy, the Chorbagan Durga Puja pandal was closed to the public, and authorities have urged the public to avoid the site while investigations continue.

Overall, the stampede has sparked a multi‑layered response involving financial assistance, promises of systemic reforms, and scrutiny of the administrative handling of large‑scale religious gatherings. The forthcoming independent inquiry and the newly announced crowd‑management guidelines are expected to shape the safety protocols for future Durga Puja celebrations across West Bengal.

A stampede at Kolkata’s Chorbagan Durga Puja pandal left 19 dead and dozens injured, prompting compensation promises, investigations and high‑level visits.

[299
218,3041,3039,3038,3040
post-2750","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","tag-amit-shah","tag-compensation","tag-durga-puja","tag-kolkata-stampede","tag-west-bengal-government","entry
["GET
