The official statement marks the first public acknowledgment of the breadth of the recent tensions that have been simmering since July.<\/p>\n<h2>Multiple face\u2011offs reported along the northeastern frontier<\/h2>\n<p>Kapur told attendees at the annual Himveer Samman Samaroah ceremony that confrontations have been observed at several sites in the state during the past few days and that the standoff remains unresolved. Government sources cited by The Hindu indicate that the flare\u2011up began in late July near Asaphila, close to the village of Taksing in Upper Subansiri district. Chinese People&#8217;s Liberation Army (PLA) units are said to have established temporary camps within a 6\u20117 kilometre radius of India\u2019s perceived Line of Actual Control (LAC) around the Maja company operating base.<\/p>\n<p>According to the same sources, an initial encounter occurred during routine patrolling in July, after which both sides withdrew. Within days, PLA personnel returned in greater numbers and set up tents at the elevated location, prompting Indian forces to increase their own deployment in the sector.<\/p>\n<h2>ITBP\u2019s high\u2011altitude commandos and modernisation drive<\/h2>\n<p>Speaking at the ceremony held at the Central Training College in Alwar, Rajasthan, Kapur highlighted the role of the newly raised Shaurya commandos. He described the unit as an \u201cexemplary\u201d force that reflects the ITBP\u2019s original mandate as a mountain guerilla organization tasked with guarding the China border since 2004. The commandos are being organised into a specialised high\u2011altitude mountain fighting formation that is distinct from the regular army, with a full battalion expected to be operational soon.<\/p>\n<p>The ITBP chief also warned that the force\u2019s current weaponry is largely five decades old and urgently needs upgrading. He stressed that reliance on traditional armaments alone will not suffice against a modernising adversary. To that end, Kapur outlined a substantial investment in drone and counter\u2011drone capabilities. Approximately 70\u202f% of a \u20b9400\u202fcrore modernisation fund has already been allocated to unmanned aerial systems, and a dedicated drone platoon now exists within each border\u2011guarding battalion. Training of drone pilots is underway and the agency is developing drones domestically. In a broader modernisation scheme estimated at \u20b93,500\u2011\u20b94,000\u202fcrore, about \u20b91,000\u202fcrore is earmarked specifically for drone technology.<\/p>\n<p>Kapur cited the Ukrainian conflict and Iran\u2019s use of drones as examples of how smaller nations can challenge larger powers through unmanned systems. He argued that without a comparable focus on drones, India would be at a disadvantage against China, which has heavily invested in modern weapons and infrastructure.<\/p>\n<h2>Diplomatic engagements and future defensive infrastructure<\/h2>\n<p>Despite the on\u2011ground confrontations, diplomatic channels have remained active. Chinese President Xi Jinping attended the 18th BRICS Summit in India from September\u202f11\u201113, and the two countries have conducted three high\u2011level border talks since July. The Working Mechanism for Consultation and Coordination on India\u2011China Border Affairs (WMCC) met on August\u202f6, followed by the 25th round of Special Representatives talks in Beijing on August\u202f26, where India was represented by National Security Adviser Ajit Doval. A historic Corps Commander\u2011level meeting between the armies took place on September\u202f6 at the Vacha\u2011Damai Border Personnel Meeting Point in Arunachal Pradesh, marking the first such encounter in the eastern sector.<\/p>\n<p>Historically, most commander\u2011level meetings have been held at the Chushul\u2011Moldo point in Ladakh, especially after the Galwan Valley clash in June\u202f2020. The Army and ITBP continue regular long\u2011range patrols in the forward areas, with seasonal constraints limiting operations in Arunachal Pradesh to the June\u2011October window.<\/p>\n<p>Looking ahead, Kapur announced a plan to construct underground shelters at border outposts, aiming to match the number of above\u2011ground structures within three years. He described underground facilities as essential for \u201cnew warfare,\u201d noting that surface installations are vulnerable to enemy fire. Pilot projects are already underway, focusing on habitability features such as ventilation, drainage and sanitary facilities.
