The United States is reportedly working on a new 28-point peace proposal aimed at ending the war in Ukraine.<\/h2>\n

The plan is said to draw an inspiration from former President Donald Trump\u2019s earlier 20-point Gaza peace<\/a> framework. According to a detailed report by Axios, both US and Russian officials confirmed that the initiative is being developed discreetly and has involved several rounds of discussions with senior representatives from Moscow.<\/p>\n

A Secretive Diplomatic Push<\/strong><\/h3>\n

As per diplomatic sources, as conveyed to Axios that President Donald Trump<\/a> and his administration have been working \u201cin secrecy<\/em>\u201d with the Russian government to shape a comprehensive peace outline. The wide-ranging proposal reportedly focuses on four major themes: securing peace in Ukraine, offering security guarantees, strengthening security architecture in Europe, and defining the future of US relations with both Russia and Ukraine<\/strong>.<\/p>\n

Despite the broad structure, major questions remain unanswered\u2014especially regarding Russia\u2019s control of territories in eastern Ukraine.<\/a> How the plan intends to address these highly sensitive issues has not yet been disclosed.<\/p>\n

Key Role of US Envoy Steve Witkoff<\/strong><\/h3>\n

The drafting process is being led by Steve Witkoff, the United States\u2019 special envoy for Peace Missions. A US official said Witkoff has held extensive discussions with Russian envoy Kirill Dmitriev, who also confirmed spending three full days with Witkoff and Trump administration officials during a visit to Miami earlier, from October 24 – 26.<\/p>\n

Dmitriev told Axios that for the first time, Russia feels its concerns are being taken seriously. He said the proposal aims not only to resolve the Ukraine conflict but also to rebuild US\u2013Russia relations and address Moscow\u2019s long-standing security concerns. \u201cIt\u2019s a much broader framework, looking at how to finally bring lasting security to Europe\u2014not just Ukraine<\/em>,\u201d he said.<\/p>\n

Engagement With Ukraine<\/strong><\/h3>\n

Ukrainian officials<\/a> have also been informed about the ongoing work. Witkoff was initially expected to meet President Volodymyr Zelenskyy in Turkey but postponed the trip. However, he met with Zelenskyy\u2019s national security adviser, Rustem Umerov, earlier this week in Miami. A Ukrainian official acknowledged that Kyiv is aware the US \u201cis working on something<\/em>,\u201d suggesting a cautious openness to learning more about the proposal.<\/p>\n

Europe Being Briefed<\/strong><\/h3>\n

The US has begun briefing European allies on the draft plan as well. A US official noted that Washington believes there is a ‘real chance’ of gaining support from both Kyiv and European governments.<\/a> The plan, they said, is designed to be flexible and will likely be adjusted based on feedback from all parties involved.<\/p>\n

\u201cWe think the timing is right for this plan<\/em>,\u201d the official added. \u201cBut both sides need to be practical and realistic.\u201d<\/p>\n

The goal, according to Dmitriev, is to finalize a written document before Trump and Russian President Vladimir Putin meet again. This renewed diplomatic push comes after the Trump-Putin Alaska summit<\/a> yielded no concrete breakthrough.<\/p>\n
