The Central government has officially classified the deadly car explosion near Delhi’s Red Fort as a ‘heinous terror incident’, confirming links to the Pakistan-based terror outfit Jaish-e-Mohammed (JeM).
The blast, which occurred during rush hour on November 10, killed at least 13 people and left over 20 injured, sending shockwaves through the capital. Prime Minister Narendra Modi chaired a high-level meeting of the Cabinet Committee on Security (CCS) to assess the situation. He also held separate discussions with Home Minister Amit Shah and National Security Adviser Ajit Doval to review the progress of the probe.
The investigation into the Delhi blast is now in its third day with the anti-terror agency, the National Investigation Agency, leading it. The Counter-Intelligence Kashmir (CIK) unit of the Jammu and Kashmir Police is conducting raids at 13 locations across valley. These raids are reportedly connected with the ongoing investigation of the Srinagar-Delhi blast case with CID.
In a government statement issued on Wednesday, the Centre said, “The country has witnessed a heinous terror incident perpetrated by anti-national forces near the Red Fort. India remains steadfast in its policy of zero tolerance towards terrorism in all its forms and manifestations.”
Faridabad Module Under Scanner
Investigating agencies have identified a terror module operating out of Faridabad, believed to be directly linked to the explosion. The network is reportedly connected to Jaish-e-Mohammed and individuals associated with Al-Falah University in Haryana.
- Officials have detained several suspects, including doctors allegedly involved in the module. The arrests have revealed critical evidence, including Telegram chats that point to coordination with handlers across the border.
- According to investigators, the blast may have occurred after Delhi Police closed in on the Faridabad module, possibly triggering a panic-induced detonation.
- Authorities are examining whether the explosion was accidental or triggered under duress when the module was about to be exposed.

Clear Jaish Angle in Findings
Police officials confirmed a ‘clear Jaish angle‘ in the investigation, citing Telegram communications between the arrested suspects and Jaish handlers.
- Among the arrested are Dr. Muzammil Ganaie and Dr. Umar Nabi, both accused of being part of a network of highly qualified but radicalized individuals working under JeM’s guidance.
- Sources indicate that the suspects were receiving direct instructions from across the border, coordinating logistics, and possibly planning a larger operation before the blast disrupted their plans.
Adding a fresh layer to the investigation, authorities have confirmed that Dr. Umar Nabi and his associate Dr. Muzammil Shakeel visited Turkey in 2022. Intelligence agencies suspect the duo may have met Jaish handlers or foreign operatives during the trip. While details of the Turkey visit are still emerging, officials believe the meeting could have been part of a larger international terror network operating across multiple countries.
Ongoing Investigation
The FIR registered under UAPA and Explosives Acts continues to guide the multi-agency probe involving Delhi Police, the National Investigation Agency (NIA), and other intelligence units. Security forces remain on high alert across the capital region.
As investigators piece together the sequence of events leading to the Red Fort explosion, officials reaffirm that India will not tolerate acts of terror and that all those involved, including foreign handlers, will be brought to justice.
