A 21‑year‑old woman who was returning home to Kalkaji on the night of September 11 says she was pursued, verbally abused and ultimately forced off her scooter by two men riding a motorcycle near the Panchsheel Park Metro station in Delhi. The incident, which the victim described as a sexual harassment, led to injuries across her body and a subsequent police case filed under the rash‑driving provision of the Bharatiya Nyaya Sanhita.
Incident details
The woman, a fourth‑year student at a design institute in Okhla, recounted that the assault began shortly after midnight. According to her statement, two men on a bike started following her scooter, shouting remarks as they closed the distance. When she attempted to accelerate, the two men kept pace, eventually pulling alongside her vehicle.
She alleges that the men then used their motorcycle to push her, causing her to lose balance. The impact sent her sprawling for an estimated 100‑150 metres, during which she sustained injuries to her legs, arms, face and foot. The victim said the force of the fall left her with bruises and a foot injury that required doctors to advise two months of bed rest.
While she was on the ground, two other men on a separate scooter approached and offered assistance. They escorted her to Max Hospital in Saket, where she received initial medical care before requesting discharge and returning to her extended family in Kanpur.
Police response and investigation
Following the incident, a public call‑record (PCR) was logged, prompting police to contact the victim on September 12. During that call she narrated the events, but she later claimed that no further action was taken at that time. On September 15, friends of the woman filed a formal complaint through a lawyer at the Hauz Khas police station, as she remained in Kanpur for treatment.
Deputy Commissioner of Police (South) Anant Mittal confirmed that a case had been registered under Section 281 of the Bharatiya Nyaya Sanhita, which addresses rash driving. He stated that police teams arrived at the location around 1 a.m., after receiving the PCR call, but the victim had already been taken to the hospital.
Police later reached out again to the woman, who indicated she was being transferred to another medical facility. Mittal added that investigative teams were working to verify the sequence of events and to establish a clear timeline. On September 14, the victim’s cousin visited the Hauz Khas police station and was shown available CCTV footage from the area. However, the footage did not provide a clear visual identification of either the victim or the alleged perpetrators.
On September 15, the woman’s legal representative approached the police once more. The police reiterated that they would continue to pursue the case and that the victim could return to Delhi after completing her recovery.

After the assault, the woman was taken to a hospital in Delhi before traveling to Kanpur, where her extended family resides. Medical reports indicated injuries to multiple body parts, including a foot injury that warranted a recommendation of two months of bed rest. She remains under treatment in Kanpur, with ongoing monitoring of her injuries.
The case, filed as rash driving, targets the two unknown individuals on the motorcycle. No arrests have been reported as of the latest police statements. The investigation continues to seek corroborative evidence, including additional CCTV footage and potential eyewitness accounts, to identify the suspects.
While the police have opened a formal case, the victim’s family expressed frustration over the perceived delay between the initial PCR call and substantive investigative action.
