Ashley Tellis, a respected figure in US foreign policy and a key architect of the historic India-US civil nuclear deal, has found himself at the centre of an international scandal.
Once regarded as one of Washington’s top strategic minds on South Asia, the India-born adviser has been arrested and charged with illegally retaining classified national defence documents and allegedly meeting Chinese officials’ multiple times. The arrest has stunned political and diplomatic circles worldwide.
The 64-year-old Tellis, who originally hails from Mumbai and is now a naturalized US citizen, was charged in a Virginia district court on October 13. Federal authorities accuse him of violating laws related to the retention of national defence information — a serious federal crime. Tellis, a veteran of the US State Department and Department of Defence, was known for his expertise on India-US relations and had served as a trusted adviser since 2001.
According to court filings and an FBI affidavit, over 1,000 pages of documents marked top secret or secret were discovered at Tellis’s home in Vienna, Virginia. The documents were found in locked cabinets, on a desk, and even stuffed into black garbage bags in a basement storage area. Investigators carried out a court-approved search on October 11, just hours before Tellis were scheduled to leave for Rome with his family for a work trip.
FBI surveillance footage reportedly shows Tellis accessing classified computer systems at the State Department’s Harry S Truman Building on September 25. He allegedly printed hundreds of pages of sensitive materials, including a 1288-page report on US Air Force tactics. According to the affidavit, Tellis renamed the file as “Econ Reform” before printing selected pages and deleting the original digital document.
Before his arrest, Tellis held the position of unpaid senior adviser at the US State Department and served as a contractor in the Pentagon’s Office of Net Assessment. His expertise on India and South Asian affairs had made him a valued voice in Washington policy circles. He was also a senior fellow at the Carnegie Endowment for International Peace, where he was widely respected for his scholarly insights on international strategy.
Tellis’s sudden fall from grace has shocked the diplomatic community. Once celebrated for strengthening the strategic partnership between the world’s two largest democracies, he now faces allegations that could redefine his legacy.

Born in Mumbai, Tellis completed his bachelor’s and master’s degrees at St. Xavier’s College under the University of Bombay before earning a PhD in political science from the University of Chicago. During the mid-2000s, he played a pivotal role in negotiating the landmark US-India civil nuclear agreement under President George W. Bush’s administration — a milestone that reshaped bilateral ties.
In recent years, Tellis had emerged as a sharp critic of certain aspects of Washington’s India policy, often described as a strong voice among US strategic thinkers. However, the latest developments mark a stunning reversal for a man once seen as a bridge between New Delhi and Washington.
