ECI’s Special Intensive Revision List to Roll Out; Phase 1 Ready

The Election Commission of India (ECI) is set to announce the schedule for Phase 1 of the Special Intensive Revision (SIR) of electoral rolls today.

According to official sources, the roadmap for the nationwide voter list verification exercise was finalized after high-level discussions with Chief Electoral Officers (CEOs) of all states and union territories. Chief Election Commissioner Gyanesh Kumar is expected to brief the media on the rollout plan this evening.

What Is the Special Intensive Revision (SIR)?

The Special Intensive Revision (SIR) is a large-scale voter list verification initiative undertaken by the Election Commission of India to ensure the accuracy of electoral rolls. The process focuses on authenticating voter details, removing duplicate entries, and identifying ineligible or illegal voters.

Voter Inclusion and Appeals

The Election Commission has clarified that even after the final list is published, eligible citizens can still apply to include their names in the electoral roll.

  • Such applications can be made up to 10 days before the last date for filing nominations for an upcoming election.
  • For those dissatisfied with decisions regarding inclusion or deletion from the voter list, the Representation of the People Act, 1950 (Section 24) provides a clear appeal process.
  • Individuals can file a first appeal with the District Magistrate and, if necessary, a second appeal with the Chief Electoral Officer (CEO) of the respective state.

States to Be Covered in Phase 1

According to reports, the first phase of the SIR will cover 10 to 15 states, with a primary focus on those scheduled to hold assembly elections in 2026. These include Tamil Nadu, Kerala, West Bengal, Assam, and the Union Territory of Puducherry.

The first phase of the voter list revision is expected to begin shortly after the official announcement by the Commission. The objective is to ensure clean, updated, and error-free electoral rolls well ahead of the upcoming election cycles.

States Excluded from the First Phase

Sources indicate that states currently engaged in local body elections or preparing for upcoming municipal polls will not be included in the first phase. Their SIR activities will be rolled out in subsequent stages to avoid overlapping with ongoing electoral processes.

The ECI finalized its SIR implementation roadmap after a two-day conference held at the India International Institute for Democracy and Electoral Management (IIIDEM) in New Delhi. The meeting was chaired by Chief Election Commissioner Gyanesh Kumar, along with Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi.

During the event, the Commission held one-on-one sessions with the Chief Electoral Officers of Assam, Tamil Nadu, Kerala, Puducherry, and West Bengal to finalize state-specific preparations.
